Passed by Parliament on 29 November 2023, the IPOLA Act makes significant amendments to the Information Privacy Act 2009 (IP Act), Right to Information Act 2009 (RTI Act) and related provisions in other legislation. The Office of the Information Commissioner (OIC) is the lead agency in communicating these reforms and advising Queensland Government agencies how to adapt or establish their systems to remain compliant with the new legislation.

The Queensland Chapter of the AIAL welcomes the OIC’s Right to Information and Privacy Commissioners to discuss these significant reforms, their context and purpose, and what public sector compliance under the legislation will mean to the community.

Stephanie Winson is the Queensland Right to Information Commissioner. She is an experienced public sector leader and lawyer with a significant interest and focus in constitutional, regulatory and administrative law. She has advised on information access matters in New Zealand for many years and served as the Assistant Ombudsman Systemic and Monitoring, which included independently investigating agency compliance with information access laws. Her senior public sector leadership roles abroad include the Director of Legal Services of the Namibian Parliament and the Secretary of the National Assembly of Namibia.

Susan Shanley has been Queensland’s Acting Privacy Commissioner since 28 January 2025. She has worked in various roles at the OIC, including Assistant Commissioner roles across Privacy and RTI and Director, Regulation and Strategy. Prior to OIC, Susan focused on strategic policy and legislative reform, with roles across a number of agencies including the Department of Child Safety, Youth and Women, the Public Sector Business Agency and the Queensland Water Commission. Susan is currently the IAPP KnowledgeNet Chair Brisbane/Gold Coast, and was a panel member at the Australian Information Security Association BrisSEC Forum in 2023.

Ben Cramer joined Crown Law in 2015. He has worked in the area of administrative law and judicial review litigation in both government and private legal practice for over 20 years. He regularly advises Queensland Government agencies and statutory bodies in relation to judicial review proceedings, QCAT merits review proceedings, privacy and RTI issues, and decision-making generally.
